Haya Water, Oman’s state-owned company that operates wastewater network and sewage treatment plants, is in the process of selecting a consultant for advising the company in developing sewage treatment plants (STPs) in public-private-partnership framework.
The contract will be awarded in the first quarter of 2018 and the consultancy period is 31 months, said the company’s chief executive officer Eng. Hussain Hassan Ali AbdulHussain.
To start with, three STPs – Misfah, Suwaiq and Khaburah – will be offered to the private sector for development in PPP model.
Eng. Ali AbdulHussain said that the proposed STP in Misfah, which will be implemented in two phases, will be 70,000 cubic metres of wastewater per day. The capital expenditure is estimated at $104 million. “The company’s board has already endorsed the proposal for Haya Water to use PPP methodology in implementing the master plan projects last year,” added Eng. Ali AbdulHussain.
The first project in PPP model will be awarded in the fourth quarter of 2020.Haya Water has several other projects in the pipeline. Haya Water also plans to complete wastewater networks in Al Ansab, Bausher, Ghala, South Azaiba and Bausher village. All its projects are based on urban development and population density studies.
The company plans to invest OMR1 billion over the next four years until 2022.
In other governorates outside Muscat, Haya Water is currently evaluating technologies to rehabilitate and increase the operational capacities of several STPs by constructing pre-equipped plants or natural STPs.
The plan also includes raising the capacity to accommodate wastewater from slaughterhouses, fish markets and automobiles service stations. Another issue is to find a solution to utilise the surplus treated wastewater in the short run. However, the company has devised long-term solutions to implement its master plan in the regional governorates.
Haya Water provides wastewater services to more than 75,000 people in the Muscat Governorate and to some 250,000 in the other governorates.
Haya Water is engaged in implementing 18 projects with a total capital expenditure of OMR500 million in the Muscat Governorate.
